Roofing in Hartford: what actually matters here
Hartford roofs fail at the edges, not in the middle, and almost everything that makes this a difficult climate for a roof happens in the last three feet above the gutter. The city gets real snow, but the snow itself is rarely the problem — the problem is what happens when it melts from underneath and refreezes at the overhang. Ice dams are the failure mode this climate is built for

That much snow sitting on a roof is not itself dangerous. What is dangerous is the sequence that follows it.
Heat escaping from the living space warms the underside of the roof deck and melts the bottom layer of that snowpack. Usually yes.
